April 18, 1940: Delegates to the annual convention of the East Texas County Judges and Commissioners Association began arriving at the Hilton Hotel downtown. Beyond the 100 delegates, guests included Lt. Gov. Coke Stevenson, gubernatorial candidate and state Highway Commissioner Harry Hines and other state officials.
